Richmond Flood Control involved construction of flood walls
along the James River. In the course of construction, the
pile driving operation and slurry wall construction encountered
differing site conditions. Contaminated soils and design
changes delayed the project and increased costs. Acceleration
efforts, with attendant productivity issues, were undertaken.
